According to Durov, the Brazilian Supreme Court sent requests to remove illegal content in the country to the old Telegram email address, so the company could have missed another court order in March.
The blocking of the Telegram messenger in Brazil is related to the problem of sending emails between the corporate address of the company and the Supreme Court of the South American country. This was announced by the founder of the company Pavel Durov.
“We seem to be having an issue forwarding emails between our corporate addresses on Telegram.org and the Brazilian Supreme Court. As a result of this misunderstanding, the court ruled to block Telegram for the lack of a response, ”Durov said.
According to him, in late February, the company complied with a court decision regarding the removal of content that was illegal in Brazil, issued earlier, and in response offered to send requests to a special email address in the future. “Unfortunately, our response must have been lost because the court used the old general-purpose email address in further attempts to contact us. As a result, we missed his decision in early March, which contained an additional request for deletion, ”said the founder of Telegram.
Durov also asked the court to consider postponing the ruling for a few days to allow Telegram to rectify the situation by "appointing a representative in Brazil and creating a basis for a rapid response to future pressing issues."
The day before, on March 18, the Supreme Court of Brazil decided to block Telegram. The court made this decision after Telegram ignored the requirement to block profiles that spread false information. Among them was blogger Allan dos Santos, one of President Jair Bolsonaro's closest allies. He is under investigation for spreading fake news and assaulting judges.

The head of Brazil's Supreme Court, Alexandre de Moraes, stressed that Telegram had not complied with previous court decisions and showed "complete disregard for Brazilian justice." The work of the messenger is incompatible with the constitutional order of Brazil, he said. The court ruling has already begun to receive digital platforms and Internet providers. Among them are Algar Telecom, OI, Sky, Live Tim, Vivo, Net Virtua, GVT, and others, CNN Brasil notes. If they do not comply with the blocking requirement, they face a fine of up to 100 thousand reais per day (2.053 million rubles).
This is not the first time that law enforcement agencies have complained that Telegram is not responding to their demands. So, in Russia, the messenger was blocked in April 2018 after a lawsuit by Roskomnadzor, but later all restrictions were lifted. In 2015, the messenger was blocked in China due to criticism of the country's leadership. In 2020, access to it was restricted in Thailand, and the application was used by protesters. A year later, for the same reason, Telegram was blocked in Cuba.
